PDD Holdings-owned (PDD) Temu and its Irish operating entity, Whaleco Technology Limited, received a statement of grounds for allegedly impeding an unannounced December 2025 inspection of Whaleco's Dublin premises, the European Commission said Thursday.
The online retailer allegedly blocked regulatory access by refusing to hand over mandatory company records, management data, and IT infrastructure details, the EC said.
The parallel investigation into whether the company obtained market-distorting foreign subsidies remains ongoing, the agency said.
A Temu spokesperson told MT Newswires the company rejects the preliminary findings, denies receiving any market-distorting foreign subsidies, and funds its European activities entirely through its own operating cash flows.
