1702 ET - Bank of Canada Gov. Tiff Macklem says he expects a smooth transition from Fed Chair Jerome Powell to Kevin Warsh, and that Fed policy decisions will be made based on facts, not politics. Macklem tells lawmakers he worked with Warsh during the 2008-09 financial crisis, when Macklem was a senior official at Canada's finance ministry. Macklem said based on Warsh's answers during Senate hearings, "I believe that the culture and the comportment of the Fed will continue" as it has under Powell. "If the Fed loses its independence, it will affect all of us," Macklem says. (paul.vieira@wsj.com, @paulvieira)
