EC Commission Vice President Henna Virkkunen is looking to convert into law a recommendation in 2020 to stop using telecommunications equipment companies with high security risks, the report said, citing the sources.
The proposal, if legalized, could force EU members to comply with the security protocol or face legal procedures and financial penalties, according to the report.
Shares fell 2% during morning trading in Hong Kong and Shenzhen.
