Yesterday marked the launch of Beijing's 2026 "Welcome Graduates Home" initiative. The city has prepared nearly 30,000 units of youth talent apartments, established a 30-billion-yuan youth talent development fund, and created the "Beijing Line 10 Talent Vitality Ring" as part of this effort to extend a warm invitation for graduates to return.
The plan involves developing 20 youth talent vitality districts. To support returning graduates, Beijing has introduced a series of supportive policies. According to Gong Weimi, Deputy Director of the Municipal Organization Department and Director of the Municipal Talent Work Bureau, leveraging the HICOOL competition, Beijing will offer winners rewards of up to 2 million yuan along with comprehensive support services. Through policies for overseas student entrepreneurship parks, startup companies founded by graduates can receive up to 500,000 yuan in seed funding and access to preferential office spaces. Municipal-level talent programs have established three categories of youth talent projects, coordinated with the Municipal Natural Science Foundation to provide full-cycle empowerment. Concurrently, a 30-billion-yuan youth talent development fund has been launched, introducing a series of financial products for talent. These include a 50% interest subsidy for intellectual property pledge loans, effectively reducing the financing costs for youth entrepreneurship.
Regarding service guarantees, the city will coordinate to provide nearly 30,000 units of youth talent apartments and establish 20 youth talent vitality districts, equipped with 3,000 dedicated service managers to offer one-on-one, precise support for startups. Additionally, the "Capital Talent Award" has been established, alongside providing convenient government services for returnees, such as assistance with entry-exit procedures and archive management.
The initiative also aims to help young talent reach the international stage. On the same day, international organizations including the "World Federation of Young Scientists" and the "Beijing Center of the Overseas Academicians Federation" made their debut, announcing their establishment in Beijing's Fengtai District. A series of key projects were released to assist young individuals in gaining international exposure.
The "World Federation of Young Scientists" is the first international talent organization to establish itself in Fengtai. Its initial membership comprises universities, research institutes, and corporate alliances from 23 countries, dedicated to promoting knowledge exchange and cultural mutual learning among young scientists.
The "Beijing Center of the Overseas Academicians Federation" has also settled in Fengtai. The center will leverage its network advantages to precisely align with the needs of Beijing's key industries, key laboratories, and major scientific research projects. Furthermore, the "Beijing Line 10 Talent Vitality Ring" was officially launched. Within Beijing's subway network, Line 10 connects the Haidian, Chaoyang, and Fengtai districts. Its 45 stations link numerous universities and research institutions, such as Renmin University, Beihang University, and the University of International Business and Economics, as well as key functional areas like Zhongguancun, CBD, and Lize. This corridor is rich in innovation resources and features active talent mobility.
Centered around the Line 10 subway loop, the "Vitality Ring" will integrate elements such as innovation sources, industrial space, talent apartments, and vitality districts from Fengtai, Haidian, and Chaoyang.
