Regulating Online Business Practices to Maintain Fair Trading Order

Recently, the Market Monitoring and Electronic Data Forensics Center of the Nanning Municipal Market Supervision Administration released its 2025 Annual Report on Online Sales Monitoring. The report indicates that in 2025, the center monitored a cumulative total of 521,640 online business entities with shipping addresses in Nanning, involving 9,854,789 product listings. A total of 348 leads for suspected illegal and non-compliant activities were identified, effectively regulating business conduct during concentrated online promotional events and maintaining a fair and orderly online trading environment.

Throughout 2025, the center conducted online sales monitoring on major e-commerce platforms such as Taobao, Tmall, JD.com, Alibaba, Suning.com, Douyin, Kuaishou, Pinduoduo, Meituan, Ele.me, Weidian, WeChat Mini Programs and Official Accounts, Baidu Aicaigou, and self-built websites in accordance with the law. The monitoring consistently focused on key products including electric bicycles, food, special dietary foods, pharmaceuticals, medical devices, cosmetics, and gas appliances, while also strengthening oversight in areas such as concentrated online promotions, intellectual property, advertising, fair trading, and online food delivery services.

The monitoring results revealed that platforms including Douyin, Meituan, Taobao, Ele.me, JD.com, 1688.com, and WeChat Mini Programs had a relatively high concentration of leads for suspected illegal activities. Specifically, Douyin had 67 leads, Meituan had 61, Taobao had 45, Ele.me had 38, JD.com had 30, the 1688 platform had 27, WeChat Mini Programs had 25, WeChat Official Accounts had 13, Pinduoduo had 12, and Tmall had 9.

The suspected illegal activities identified by the market supervision authorities primarily included abnormal registration/filing information, illegal advertising and false宣传, illegal modifications to electric bicycles, violations related to qualification certificates and licenses, operating without a license, non-compliant sales practices, abnormal CCC certification, non-standard labeling, operating beyond the approved business scope, price fraud, illegal counterfeiting, improper use of RMB imagery, promotional activities failing to specify duration, non-standard format clauses, substandard quality products, platforms failing to fulfill primary responsibility, brushing orders to inflate credibility, and improper display of pharmaceuticals.

A relevant official from the Nanning Municipal Market Supervision Administration stated that all leads for suspected illegal activities discovered through monitoring have been distributed to local market supervision departments for verification and handling. Efforts are being made to urge local authorities to intensify regulatory enforcement and strictly investigate and penalize various types of illegal online business activities according to the law. In the next phase, market supervision departments will continue to strengthen the regulation of online transactions. They will comprehensively employ measures such as legal awareness training, administrative guidance, and consumer alerts to guide online businesses towards honest and lawful operations, effectively safeguard the legitimate rights and interests of consumers, improve the long-term regulatory mechanism for online transactions, and create a safe and reassuring online consumption environment.
