Hydrogen Energy Stocks Surge Following Three Ministries' Pilot Program Announcement

Hydrogen energy concept stocks rose during trading. At the time of writing, JINGCHENG MAC (00187) increased by 5.49% to HK$5.19. GUOFUHEE (02582) climbed 5.12% to HK$32. SINOHYTEC (02402) advanced 2.95% to HK$24.44. The movement follows a notice issued by the Ministry of Industry and Information Technology, the Ministry of Finance, and the National Development and Reform Commission regarding the launch of a comprehensive hydrogen energy application pilot program. The notice outlines targets for 2030, including large-scale adoption of hydrogen energy across various sectors in city clusters, reducing the average end-user hydrogen price to below 25 yuan per kilogram, and aiming for a price of around 15 yuan per kilogram in some advantaged regions. The national fuel cell vehicle fleet is targeted to double compared to 2025 levels, striving to reach 100,000 vehicles. Expanding application scale is expected to drive innovation and breakthroughs in hydrogen technology, processes, and equipment, leading to upgrades in fuel cells, electrolyzers, storage and transportation devices, and materials. This initiative aims to establish hydrogen energy as a new economic growth driver, supporting a comprehensive green transition in economic and social development. Huatai Securities previously noted in a research report that the 2026 Government Work Report proposed "cultivating new growth areas such as hydrogen energy and green fuels," and the 15th Five-Year Plan elevated hydrogen energy to a strategic "future industry" level. Additionally, as global carbon emission regulations for shipping and aviation gradually tighten, domestic and international policy alignment could create a nonlinear growth inflection point for hydrogen energy. The report is optimistic that project operators, hydrogen-ammonia-methanol equipment suppliers, and electrolyzer suppliers in China are likely to benefit from the expected surge in green hydrogen demand.
