The Liaoning Provincial "15th Five-Year" Regional Coordinated Development Plan (Draft for Comments) has been released for public feedback.

It proposes supporting Shenyang in developing into an international central city for Northeast Asia. The plan involves building Shenyang into an international modern comprehensive hub city.

This includes establishing a Northeast Asia "3-hour aviation traffic circle," promoting infrastructure development such as airports and expressways, and advancing the construction of a national new-generation artificial intelligence public computing power open innovation platform.

The goal is to build a national advanced manufacturing center. This will involve expanding and upgrading traditional industries like automobiles and components, as well as equipment manufacturing.

Concurrently, the province plans to cultivate and strengthen strategic emerging industries such as aerospace and new-generation information technology, while also laying out and developing future industries like embodied AI.

Furthermore, the plan aims to create a modern service industry hub for Northeast China. It calls for vigorous development of new business formats like smart logistics and digital finance, establishing a regional financial center, and building a new landmark for international product launches, premieres, and exhibitions.
