Liaoning Province Launches "QR Code Entry" Pilot Program for Administrative Inspections of Enterprises

Liaoning Province has launched a pilot program for "QR Code Entry" administrative inspections of enterprises across the province, enabling full traceability of law enforcement inspections, information queries, and feedback evaluation.

To further standardize administrative inspection behaviors involving enterprises, effectively reduce corporate burdens, and enhance law enforcement transparency and informatization levels, the province has utilized big data technology to develop and establish a provincial "QR Code Entry" system for administrative law enforcement inspections involving enterprises. This system promotes full traceability of law enforcement inspections, information accessibility, and feedback evaluation, achieving comprehensive informatization management of the entire law enforcement inspection process.

Currently, the pilot work for "QR Code Entry" administrative inspections involving enterprises has been fully launched across the province. The Provincial Data Bureau (Provincial Business Environment Bureau) has conducted system operation training in pilot regions including Chaoyang City and Fushun City, clarifying the "QR Code Entry" workflow to ensure that law enforcement personnel and enterprises can operate the application effectively. Meanwhile, a professional operation and maintenance team has been established, creating daily maintenance, problem response, and security guarantee mechanisms, with dedicated personnel responsible for system maintenance and service support to ensure stable, secure, and efficient system operation.

The "QR Code Entry" system adopts a dual-terminal collaborative architecture, relying on the "Liaoning Enterprise" mobile application and the "Liaoning Government" mobile application to create enterprise-side and law enforcement-side functional modules respectively. Enterprises can display QR codes in real-time for inspections, scan codes for evaluation, and upload evaluation information through the "Liaoning Enterprise" application. Law enforcement personnel can verify information codes, register inspections, and upload law enforcement data through the "Liaoning Government" application. Through the bidirectional QR code mechanism, statistical analysis and monitoring of law enforcement inspection situations are realized, effectively promoting transparency, digitization, and traceability of the law enforcement process. While improving law enforcement efficiency, this system effectively protects enterprises' right to information and supervision, promoting more standardized, fair, and civilized law enforcement behaviors.

A relevant official from the Provincial Data Bureau (Provincial Business Environment Bureau) stated that moving forward, they will continue to strengthen technical support, optimize system functions, enhance operation and maintenance service capabilities, strengthen data security management, and promote the "QR Code Entry" system to empower law enforcement and serve enterprises across a broader scope and deeper level. This will consolidate the foundation for long-term application and inject new momentum into the province's rule-of-law business environment construction and high-quality development.
