On September 30th, the 20th session of the Standing Committee of the 7th People's Congress of Hainan Province concluded in Haikou. Feng Fei, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, attended the meeting.
Vice Directors of the Standing Committee Fu Caixiang, Sun Dahai, and Guo Jianchun, along with Secretary-General Cao Xiankun, attended the meeting. The meeting was presided over by Vice Director Yan Xijun.
Of the 63 members of the Standing Committee who should have attended the closing session, 56 were present, meeting the quorum requirements.
The meeting voted to pass several regulations including the "Hainan Province Ecological Environment Monitoring and Evaluation Regulations," "Hainan Province Pre-hospital Medical Emergency Management Regulations," "Hainan Free Trade Port Tax-related Professional Services Regulations," "Hainan Free Trade Port Tourism Regulations," and "Hainan Province Electric Power Construction and Protection Regulations."
The meeting also approved decisions regarding the "Haikou City Intangible Cultural Heritage Protection Regulations" and "Danzhou City Business Environment Optimization Regulations," and passed a report on individual representatives' qualifications.
The meeting voted to approve personnel appointments and dismissals, deciding to appoint Yang Guoqiang as Vice Governor of Hainan Province.
A constitutional oath ceremony was held at the meeting, where the appointed personnel solemnly swore allegiance to the Constitution under the supervision of Feng Fei. Yang Guoqiang made a statement at the meeting.
Vice Governor Xie Jing, President of the Provincial Higher People's Court Dai Jun, Chief Prosecutor of the Provincial People's Procuratorate Zhang Yi, relevant officials from the Provincial Supervisory Committee, and heads of various provincial departments and institutions attended the meeting as non-voting participants.
