The measures integrate the province's commercial aerospace industry development into the national overall strategic planning, focusing on rocket and satellite R&D and manufacturing, data development and application, as well as aerospace-related supporting fields including new materials, components, electronic devices, and integrated circuits. The measures provide support in technological innovation, talent attraction, enterprise cultivation, industrial clustering, and ecosystem optimization, comprising 18 specific measures across 6 areas.
Shandong aims to achieve the capability of producing 100 launch vehicles and 150 commercial satellites annually by 2027, with the commercial aerospace industry scale reaching 500 billion yuan, establishing a nationally influential high-quality development hub for commercial aerospace.
The "Several Measures" mentions Qingdao multiple times: encouraging Jinan and Tai'an to actively expand liquid rocket manufacturing capabilities, promoting the development of liquid rocket tank industry in Qingdao, Yantai, and Dezhou, while supporting other cities in developing rocket supporting industries.
The measures also promote constellation construction and operation, supporting Jinan, Qingdao, Yantai, and Tai'an in developing large-scale constellations and "urban satellite chains," reasonably planning and developing satellite ground stations, and promoting the open sharing of tracking, telemetry, and control facilities.

2. **Standardizing Test Facility Operations**: Utilizing liquid rocket test stands in Jinan, Yantai, Tai'an, and Dezhou, organizing major test activities in compliance with regulations, and promoting liquid rocket industry development.
**Enhancing Aerospace Launch Capabilities** 3. **Improving Rocket Manufacturing Capabilities**: Supporting Yantai in continuously strengthening solid rocket assembly capabilities and developing liquid rocket manufacturing, assembly, and testing industries. Encouraging Jinan and Tai'an to actively expand liquid rocket manufacturing capabilities, promoting liquid rocket tank industry development in Qingdao, Yantai, and Dezhou.
4. **Encouraging New Rocket Development**: Developing high cost-performance, high reliability, and high maturity brand rocket models, promoting intelligent manufacturing and batch production of medium and large commercial launch vehicles.
5. **Promoting Scheduled Rocket Launches**: Supporting exploration and participation in sea launch technology research and application, providing subsidies up to 35% of the total premium costs for "launch insurance" and "third-party insurance" for commercial aerospace rocket or satellite companies using sea launch platforms, with maximum subsidies of 3 million yuan per project.
**Enhancing Satellite Industry Development Quality and Efficiency** 6. **Supporting Satellite R&D and Manufacturing**: Enhancing enterprise capabilities in low-cost, batch, and flexible complete satellite development, systematically conducting key technology research in high-resolution payloads, phased array antennas, high-precision navigation, space computing, and integrated space-ground communication.
7. **Promoting Constellation Construction and Operation**: Supporting Jinan, Qingdao, Yantai, and Tai'an in developing large-scale constellations and "urban satellite chains," reasonably planning satellite ground stations, and promoting open sharing of tracking and control facilities.

Supporting "satellite application + AI" construction with subsidies up to 1 million yuan for qualified large model products.
**Promoting Coordinated Aerospace Industry Development** 10. **Optimizing Aerospace Industry Layout**: Supporting Yantai in building a core development zone for Shandong's commercial aerospace complete industry chain centered on Oriental Space Port. Encouraging Qingdao to build distinctive satellite application industry clusters, leveraging SCO Demonstration Zone advantages to establish a bridgehead for commercial aerospace services supporting the Belt and Road Initiative.
11. **Promoting Related Industry Development**: Conducting comprehensive supply chain strengthening actions, annually selecting approximately 10 commercial aerospace supporting enterprises with core technological competitiveness, providing subsidies up to 1 million yuan each.
12. **Strengthening Service Platform Construction**: Actively cultivating aerospace industry service institutions covering engineering consulting, technology incubation, pilot testing, technology transfer, product inspection and testing, and intellectual property operations.
13. **Intensifying Enterprise Attraction and Cultivation**: Developing commercial aerospace industry investment maps, establishing specialized and innovative enterprise cultivation databases, providing rewards up to 6 million yuan for newly recognized national-level specialized and innovative "little giant" enterprises.
