Since the 14th Five-Year Plan period, these visible transformations have culminated in tangible improvements in people's livelihoods: 246 "First Village Doctors" serve rural communities, 57 renowned teachers have joined local schools, e-commerce transactions have exceeded 10 billion yuan, and rural residents' per capita disposable income has reached 15,000 yuan. Behind these achievements lie the redistribution of resources, technological empowerment, and the narrowing of urban-rural disparities.

As a key city adjacent to Xi'an, Tongchuan has seized regional development opportunities over the past five years, using urban-rural integration as a driving force to enhance medical services, promote educational equity, and foster rural industries. **Seamless Healthcare: Easier Access for Urban and Rural Residents** Public health is a cornerstone of national prosperity. Over the past five years, Tongchuan has aligned with the "Healthy China" strategy, establishing a high-quality healthcare system through medical consortiums ("Yilian Ti") and expanding resources to underserved areas. Since 2023, Tongchuan has collaborated with Xi'an Jiaotong University's Education Management Group to establish Tongchuan Experimental Middle School, extending high-quality education to rural areas. The city has also attracted 57 top-tier educators from institutions like Beijing Normal University and Zhejiang University to bolster teaching standards.

Group-based schooling initiatives, such as the Beijie Primary School Education Group, have further unified teaching quality across urban and rural schools through shared curricula and teacher exchanges.

**Dual Engines: Revitalizing Rural Development** E-commerce and agricultural technology are driving Tongchuan's rural transformation. Liu Xiaopeng, a 56-year-old farmer from Yijun County, now sells local apples, walnuts, and pumpkins nationwide via live-streaming, boosting his income by over 20%.

Since the 14th Five-Year Plan, Tongchuan's e-commerce transactions have surged to 10.11 billion yuan, up 79.51% from the previous period. Infrastructure like big data industrial parks and JD.com cloud warehouses has streamlined logistics, while Yijun County's "Digital Talent Incubation Program" has trained 163 rural live-streamers.

On the production side, agricultural innovations like the disease-resistant "Qingzhen" apple rootstock have increased yields by 40% and raised prices by 1.2 yuan per kilogram. In Yaozhou District, a cooperative model involving government, enterprises, and farmers has expanded apple cultivation to over 2,000 acres, generating 10 million yuan in annual output.

By 2024, rural per capita disposable income reached 15,138 yuan, narrowing the urban-rural income gap from 3.1:1 to 2.81:1. Through digital and technological advancements, Tongchuan's high-quality agricultural products are reaching broader markets, charting a vibrant path for rural revitalization.
