Jiangsu Officially Implements New Electricity Pricing Policy

Do you remember when Jiangsu's power grid set a new historical peak load record for the fourth time on the 20th, reaching a new high of 155 million kilowatts? During this critical summer peak period, sources from State Grid Jiangsu Electric Power Co., Ltd. revealed that Jiangsu Province has implemented a new electricity pricing policy - clarifying the pricing mechanism for new energy vehicles participating in vehicle-to-grid (V2G) discharge, with attractive discharge price standards to further promote V2G into a new stage of large-scale, commercial operation.

Vehicle-to-grid interaction primarily refers to new energy vehicles charging and storing energy during low-demand periods and feeding electricity back to the grid during peak periods or when needed, making electric vehicles mobile distributed energy storage units. This technology application is significant for enhancing grid flexibility and promoting new energy consumption.

In April this year, the National Development and Reform Commission and three other departments issued the "Notice on Announcing the First Batch of Vehicle-to-Grid Large-Scale Application Pilots." Changzhou, Jiangsu was selected as a pilot city, with Changzhou's distributed V2G vehicle-to-grid pilot, Nanjing's "Ningdiantong" full-scenario V2G pilot, and Wuxi's "source-grid-load-storage" comprehensive V2G pilot projects being selected.

To fully promote vehicle-to-grid interaction toward large-scale and commercial development, the Jiangsu Provincial Development and Reform Commission recently introduced electricity pricing policies supporting large-scale V2G construction. Both public and residential V2G facilities participating in the pilot can conduct reverse discharge, implementing economically attractive discharge prices.

Taking the electricity prices for industrial and commercial users under State Grid Jiangsu Electric Power's agency power purchase in August as an example, discharge prices during peak periods can reach 1.2245 yuan per kWh. Through peak-valley price difference calculations, residential users can earn approximately 0.85 yuan per kWh.

On the evening of August 21, at the Changzhou Transportation V2G Smart Microgrid Comprehensive Energy Station, 11 new energy buses responded to discharge invitations, neatly parked at V2G spaces, collectively becoming "mobile power banks" to feed electricity back to the grid. The maximum discharge power reached 600 kilowatts, alleviating grid supply pressure during nighttime peak hours. This discharge generated revenue of approximately 1,400 yuan.

"Attractive electricity pricing is key to promoting vehicle-to-grid interaction toward commercial operation," said Liu Lingyan, Assistant General Manager of State Grid Changzhou Electric Power Company. "Assuming residential users discharge 14 kWh daily, considering certain travel margins and calculating 300 days annually, discharge income can reach approximately 4,700 yuan. After deducting charging costs and conservatively estimated 10% charge-discharge energy losses, net income can reach nearly 3,000 yuan."

Beyond reverse discharge, in the public charging sector, the notice also clarifies that electric vehicle public charging facilities in pilot cities and projects will implement spring and autumn time-of-use periods year-round. By adding midday charging valley periods, this promotes a "valley charging, midday supplementation" charging model, effectively reducing charging costs for new energy vehicle owners and promoting regional distributed photovoltaic new energy consumption.

"With strong support from State Grid Nanjing Electric Power Company, NIO Inc. Energy has piloted at Nanjing Fangshan Service Area battery swap station, routinely charging during midday valley periods and discharging during evening peak periods, with daily discharge volume averaging about 500 kWh. This specialized electricity pricing policy will greatly boost confidence among all parties participating in vehicle-to-grid interaction, attracting more social forces and unleashing the massive 'mobile energy storage' potential of electric vehicles, effectively peak shaving and valley filling while consuming green electricity. NIO Inc. will also gradually retrofit existing battery swap stations to have reverse discharge capabilities," said Wang Jing from NIO Inc. Energy, one of the participating units in the Nanjing pilot project.

On July 14, Jiangsu successfully conducted China's largest provincial-level centralized V2G test, with 138 V2G charging piles from 13 regions across the province participating. The maximum discharge power reached 4,194 kilowatts between 7 PM and 8 PM that day.

A relevant official from State Grid Jiangsu Electric Power Co., Ltd. stated that Jiangsu Province's new energy vehicle penetration rate has continued to rise in recent years, with ownership exceeding 3 million vehicles in the first half of this year. "If all these new energy vehicles could participate in vehicle-to-grid interaction, calculated at an average discharge power of 20 kilowatts, the adjustable capacity would be equivalent to building 10 large pumped storage power stations. The potential for large-scale vehicle charging and discharging resources is enormous, helping accelerate the coordinated development of new energy vehicles and the power grid," the official explained.
