Recently, China Mobile President He Biao and his delegation visited Akto County in the Kizilsu Kirghiz Autonomous Prefecture and Shule County in Kashgar Prefecture, Xinjiang, to conduct a special research trip on targeted assistance and comprehensive rural revitalization efforts.

In Akto County, He Biao gained a detailed understanding of the achievements in local relocation assistance programs and visited the Chunzhongchun Garment Factory to assess its production, operations, and future development plans. He emphasized that China Mobile will work closely with supported enterprises to implement the central government’s policies on Xinjiang assistance and achieve greater development. Upon learning that the factory’s products are exported overseas, he encouraged the company to focus on building its own brand and enhancing product value.

In Shule County, He Biao inspected a 5G-enabled smart saline-alkali land aquaculture project, visiting live-streaming sales platforms, industrialized aquaculture demonstration zones, and wastewater treatment facilities. He praised the project’s use of 5G technology to foster industrial growth, improve livelihoods, and promote ecological conservation, urging further expansion and stronger demonstration effects.

During discussions with local officials, assistance cadres, and enterprise representatives, He Biao exchanged views on enhancing industrial support, strengthening benchmark projects, and advancing comprehensive rural revitalization. He affirmed the progress made in China Mobile’s targeted assistance efforts in Xinjiang and outlined key priorities for the next phase:

1. **Enhancing Assistance Effectiveness**: Implement the Party’s Xinjiang governance strategy in the new era, aligning with the broader goals of social stability and long-term prosperity. Strengthen coordination with assisted counties, develop a multidimensional support system, and ensure high-quality completion of the 14th Five-Year Plan while scientifically formulating the 15th Five-Year Plan assistance strategy.

2. **Deepening Industrial Support**: Focus on livelihood-driven benchmark projects by increasing precision in funding allocation and leveraging industrial growth. Promote the integration of digital intelligence technologies with local specialty industries to drive regional industrial upgrades and support agricultural modernization. Key projects like the 5G smart aquaculture initiative should be expanded to maximize their demonstration impact and establish sustainable development models.

3. **Leveraging Digital Intelligence Advantages**: Utilize China Mobile’s expertise in digital infrastructure and smart solutions to provide robust technological support for local governments and industries. Expand smart applications in governance, urban development, and rural construction, extending digital intelligence services from single projects to all aspects of production, life, and governance—fueling comprehensive rural revitalization with technological innovation.
