This year, our city has been deeply advancing the efficiency enhancement of "efficiently handling one matter," integrating and optimizing offline assistance and agency service resources and working mechanisms. We have taken the lead in launching a "Government Flash Delivery" service model, creating a "food delivery version" of government services. Through an "order-based" approach, we solve urgent problems and difficulties faced by businesses and citizens, as well as service challenges for specific groups, effectively improving the experience and satisfaction of businesses and citizens with government services.

"I really didn't expect that just after consulting about the process through the hotline, within half an hour, a staff member proactively called to arrange door-to-door service!" Ms. Sun, a staff member from Shenzhen Qianhai Congjian Education Technology Co., Ltd., repeatedly praised her recent experience handling business in Wuzhou.

Previously, Ms. Sun's company needed to handle permits for sewage discharge into drainage networks. After she called for consultation, at 14:30 that day, staff from the municipal administrative approval department arrived on time for door-to-door service. They provided full guidance from application material preparation to system filing, conducted on-site inspections of drainage facilities and construction conditions, completed online approval immediately, and simultaneously issued electronic certificates for drainage permits and construction permits. To date, our city has handled 40 related permit matters using this model, improving processing efficiency by over 80%.

Focusing on the urgent needs and concerns of businesses and citizens, our city uses the "Government Flash Delivery" model to integrate service functions including the 12345 hotline, the Real Economy Service App, and "unresolved matters" windows. The "Flash Delivery Staff" team, based on the "Red Pomegranate Service Squad," responds immediately to complaints and provides door-to-door comprehensive assistance and agency services.

Currently, we have basically formed a closed-loop workflow: "receiving business and citizen requests—creating work orders for classification and verification—dispatching work orders to the 'Government Flash Delivery' group—'Flash Delivery Staff' accepting orders and scheduling service time with citizens—door-to-door comprehensive assistance and agency services—citizen evaluation."

This year, our city has cumulatively handled 64 work orders from the 12345 hotline and 8 real economy service work orders through "Government Flash Delivery," achieving 100% on-time completion, satisfaction, and resolution rates.

For matters that specific groups need to handle in concentrated time periods with strong cyclical patterns, our city's administrative approval department business sections proactively contact service recipients to schedule service time slots and transform into "Flash Delivery Staff" to provide concentrated door-to-door window services.

For example, during the annual fishing moratorium, large numbers of fishermen need to renew their licenses collectively. After obtaining citizen needs through the 12345 hotline channel, "Flash Delivery Staff" proactively contact fishermen with renewal needs, arrange to establish "Government Flash Delivery Windows" at designated medical institutions, and provide one-week "medical examination + license renewal" one-stop services.

In villages and towns with relatively inconvenient public transportation, situations frequently occur where special groups such as elderly people living alone cannot handle business on-site due to travel difficulties, or urgently need to handle business but are unfamiliar with procedures. Our city relies on "Government Flash Delivery" door-to-door and assistance services to bridge the "last kilometer" of serving grassroots citizens.

In Jinzhu Town, Cenxi City, "Government Flash Delivery" staff carry portable government equipment and flexibly shuttle among the town's 18 villages (communities), providing hands-on guidance for operating smart devices or providing full agency services for pension eligibility certification, pension collection, medical subsidies, and other business matters.
