China Construction Bank Corporation (CCB) has successfully issued the first offshore bond denominated in renminbi from the Shanghai Free Trade Zone in New Zealand. The issuance totaled 1 billion yuan with a three-month maturity.
This landmark transaction further broadens the application scenarios for cross-border renminbi investment and financing, providing a practical reference for financial institutions in New Zealand to engage in renminbi financing.
Regulatory Backing and Framework
In June 2025, the People's Bank of China identified "developing free trade offshore bonds" as a key initiative for financial openness. Subsequently, the "Action Plan for Developing Offshore Finance at the Shanghai International Financial Center" was officially launched during the 2026 Lujiazui Forum. This plan further supports the Free Trade Accounting Unit (FTU) in Shanghai to invest in these offshore bonds within specified quotas, providing a foundation for their scaled operation.
Execution and Collaboration
As a new measure to support Shanghai's free trade zone policies, this issuance saw CCB Asia act as the lead underwriter. The Shanghai branch of CCB handled market connection and coordination, with Shanghai Clearing House responsible for registration, custody, and clearing. The bank's investment banking department and other relevant units, along with domestic and overseas institutions, collaborated closely to efficiently organize investors and complete the issuance arrangements.
