Guangzhou Accelerates Cultivation of Five Strategic Leading Industries: AI, Semiconductors, New Energy, Low-Altitude Economy, and Biomanufacturing

The General Office of the Guangzhou Municipal People's Government has issued the "Guangzhou Plan for Accelerating the Construction of an Advanced Manufacturing Hub (2024-2035)."

The plan proposes focusing on the goal of "doubling industrial added value by 2035," concentrating efforts on building Guangzhou's "12218" modern industrial system.

It aims to promote the "integration of advanced manufacturing and modern services" and the "dual transformation towards digitalization and greening" of industries, accelerate the advancement of new industrialization, and foster and strengthen 15 strategic industrial clusters.

The plan calls for vigorous development of six emerging pillar industries, including intelligent connected new energy vehicles, ultra-high-definition video and new displays, biomedicine and health, green petrochemicals and new materials, software and internet, and intelligent equipment and robotics.

It also seeks to accelerate the cultivation of five strategic leading industries: artificial intelligence, semiconductors and integrated circuits, new energy and new energy storage, low-altitude economy and aerospace, and biomanufacturing.

Furthermore, the plan aims to expand and strengthen four distinctive and advantageous industries: fashion consumer goods, rail transit, shipbuilding and marine engineering, and intelligent construction and industrialized building.

It involves forward-looking deployment of six future industries, creating a batch of pilot demonstration application scenarios in areas such as embodied intelligence, intelligent unmanned systems, and advanced materials, using these scenarios to drive the rapid maturation and application of cutting-edge technologies and products, with the goal of achieving multi-fold growth in industrial scale within 5 to 10 years.

Additionally, it plans to build a number of high-energy innovation platforms focused on industries such as cells and genes, future networks and quantum technology, and deep sea/deep space, accelerate the transformation and industrialization of innovation achievements, and promote the deep integration of scientific and technological innovation with industrial innovation.
