XPeng Inc. Chairman and CEO He Xiaopeng commented on the rationale for bypassing Level 3 (L3) autonomy during a recent communication session. He explained that L3 represents capabilities similar to L2, with the driver remaining the responsible entity, while L4 introduces a fundamentally different liability framework.

He stated that, given the current state of global technological advancement, inserting a dedicated L3 stage between L2 and L4 poses significant challenges for hardware, software, and legal regulations. Consequently, he believes China should pursue a direct transition from L2 to L4 autonomous driving technology.
