Innovative Models Showcase New Approaches to Consumer Protection

Wuhan has pioneered a new judicial collaboration mechanism for consumer rights protection this year. The Wuhan Market Supervision Administration launched a pilot program to seamlessly integrate administrative mediation with judicial confirmation, creating a more authoritative and efficient channel for consumer rights protection. Guided by the principles of "coordinated planning, targeted breakthroughs, and steady advancement," the administration collaborated with local courts and judicial authorities to establish the "Work Plan for Optimizing the Consumer Environment and Advancing Judicial Collaboration in Consumer Rights Protection" and the "Guidelines for Judicial Confirmation of Consumer Dispute Mediation Agreements," laying a solid institutional framework for the pilot. Currently, this mechanism has been rolled out across all 16 districts in Wuhan. By the end of August this year, nearly 100 judicial confirmations had been issued, significantly improving mediation success rates and voluntary compliance with agreements. The "data-driven, expertise-empowered, judicially-backed" multi-stakeholder governance model explored by the Wuhan Market Supervision Administration not only provides stronger safeguards for consumer rights but also reduces litigation costs for businesses and improves the market environment, embodying a modern application of the "Fengqiao Experience" in consumer protection.

In recent years, Yichang has focused on building a consumer-friendly city by strengthening interdepartmental coordination and deepening multi-stakeholder governance. The Yichang Market Supervision Administration introduced the "Work Plan for Enhancing Consumer Satisfaction (2024–2026)," advancing consumer-friendly initiatives in 11 key sectors, including food and pharmaceuticals. Yichang has now established a governance framework led by the government, supported by interdepartmental collaboration, industry self-regulation, public participation, and social oversight. The city has also launched campaigns to boost consumption, such as the "Trustworthy Business, Safe Consumption" credit pledge initiative and themed promotional events like "Jingchu Safe Shopping" and the "Golden Autumn Shopping Festival," which alone generated sales of 329 million yuan this year.

Shiyan has transformed its 12315 hotline into a powerful tool for safeguarding consumer rights through process reengineering and institutional innovation. The Shiyan Market Supervision Administration optimized complaint handling by implementing closed-loop resolution systems for recurring or multi-party disputes and a performance tracking mechanism. The city has established 166 consumer rights service stations and onboarded 210 Online Dispute Resolution (ODR) enterprises, resolving 1,790 complaints this year. Additionally, Shiyan introduced an online mediation platform and expanded its "Safe Consumption in Shiyan" campaign, certifying 1,651 consumer-friendly businesses and promoting no-reason return policies at 622 participating stores. As of this year, the Shiyan 12315 platform has handled 60,209 complaints, recovering 2.1067 million yuan in consumer losses, with a 98.76% satisfaction rate.

Jingzhou has strengthened its cultural tourism sector by improving the consumer environment. The Jingzhou Market Supervision Administration supported the city’s bid for 5A-level scenic spot status by fostering an integrated business-tourism-consumer ecosystem. The city has certified 2,047 consumer-friendly businesses, with over 3,000 merchants committing to ethical operations. During the National Day and Mid-Autumn Festival holidays, Jingzhou attracted 1.2859 million tourists, generating 1.103 billion yuan in tourism revenue. The administration also launched initiatives to ensure fair pricing and quality, including a 100% inspection rate for measuring devices near tourist sites and a crackdown on deceptive pricing practices.

Ezhou has driven e-commerce platform upgrades through targeted problem-solving. The Geidian branch of the Ezhou Market Supervision Administration identified key pain points in Vipshop's operations—product quality control, after-sales service, and pricing transparency—and compiled a service report with 12 case studies. By guiding Vipshop to refine supplier vetting, service policies, and price protection mechanisms, the branch helped increase the platform’s dispute resolution rate from 68.18% to 93.85%, reducing complaints by 33.3% year-on-year.

Huanggang has revitalized consumption through certified commercial districts. The Huanggang Market Supervision Administration established 10 consumer-friendly streets, 36 commercial clusters, and 1,428 certified businesses, turning these zones into major drivers of foot traffic and spending. Since the pilot program began in 2024, one student-centric street alone added 217 new businesses, with revenue growing over 30% year-on-year. By the end of September, Huanggang had registered 154,700 new businesses, ranking third in volume and first in growth rate in Hubei Province.

Xianning has innovated rapid dispute resolution mechanisms by merging its 12345 and 12315 platforms. The Xianning Market Supervision Administration introduced a "12315" fast-track system—one-stop registration, two-hour assignment, three-hour response, at least one mediation session, and five-day resolution—cutting average handling time from three days to 0.6 days. Over 90% of simple disputes are now resolved within a day. The administration also allocated 20% of a 10-million-yuan mediation fund to incentivize efficiency, reducing resolution time by 40% while maintaining over 98% satisfaction. By October, 19,729 disputes had been resolved, recovering 8.17473 million yuan for consumers.

Qianjiang has adopted a multi-pronged approach to dispute resolution. The Qianjiang Market Supervision Administration partnered with education, health, and housing authorities to inspect prepaid cards and tutoring services, uncovering nine cases of false advertising or overcharging. The city also implemented judicial confirmation for high-value disputes, achieving 100% compliance with mediated agreements. Businesses engaging in malicious closures are blacklisted quarterly, with the top 20 complaint-generating merchants publicly named. Qianjiang’s consumer mediation committee has been recognized as an outstanding调解 organization for four consecutive years.
