China is embarking on an ambitious infrastructure project to create a massive highway loop around its borders and coastline, which officials believe will unlock new economic corridors and transform remote frontier areas into thriving hubs.
During the upcoming 15th Five-Year Plan period, the Ministry of Transport has announced plans to fully connect three key national highways: the G219, G331, and G228. Together, these roads will form a 'Golden Outer Ring' encircling the nation. When joined end-to-end, the loop would stretch over 26,000 kilometers, nearly two-thirds the length of the Earth's equator.
Where to begin exploring this network? The journey can start in Dandong, Liaoning Province, where highways G331 and G228 converge at the base of Hushan Great Wall. This intersection is already having a tangible impact on local communities. Wang Chunhai, village party secretary of Hushan Village in Kuandian Manchu Autonomous County, noted that the two highways pass directly through the village, bringing a steady stream of self-driving tourists and border travelers. Capitalizing on this traffic, the village has transformed idle land into RV campsites and guesthouses, earning positive reviews from visitors and boosting collective income.
Further along G331 in Jilin Province, residents are also reaping the benefits. Zheng Jinhua, a villager from Guoyuan Village in Changbai Korean Autonomous County, explained that many guests drive from Dandong along the scenic Yalu River. This influx has encouraged numerous families to open their own homestays or sell local specialties like pickled cabbage. Official statistics reveal that G331 attracted over 2 million tourist visits in the first half of this year alone. Border communities are now earning a 'tourism livelihood' right at their doorsteps through investments in accommodation, specialty dining, and agricultural product sales.
The momentum behind this development has been building. In 2024, the G331 Border Tourism Alliance was established, bringing together provinces including Liaoning, Jilin, Heilongjiang, Inner Mongolia, Gansu, and Xinjiang. The alliance leverages border cities, natural scenery, ethnic culture, and ports of entry to create new pathways for self-driving camping, leisure vacations, adventure tourism, and cross-border business travel.
The G331's western terminus connects with the start of G219 in Xinjiang. This June, the China Tourism Association, along with state-owned cultural tourism groups from Xinjiang, Tibet, and Yunnan, initiated a collaborative framework for the G219 Cultural Tourism Industry. This mechanism aims to coordinate cultural and tourism resources along the highway, promoting integrated development across border regions.
G219 serves as the main artery connecting China's western border, passing through some of the nation's most dramatic landscapes. The route encompasses the Taklamakan Desert, the Qinghai-Tibet Plateau, the Hengduan Mountains, and the Yunnan-Guizhou Plateau. Liu Rangqun, general manager of Xinjiang Cultural Tourism Investment Group, emphasized the highway's significance: 'G219 is China's longest border road. Once fully connected, it will directly support border prosperity, national stability, ethnic unity, rural revitalization, and the development of a strong tourism nation.'
While G219 and G331 run along the land borders, G228 offers a different experience—a blue corridor embracing the ocean. Stretching from Dandong to Dongxing in Guangxi, it links ten provinces and crosses major river systems including the Yalu, Liaohe, Haihe, Yellow, Huaihe, Yangtze, and Pearl Rivers, offering stunning views of the mainland coastline. Lee Jae-jae, a cycling enthusiast from Seoul, was impressed by the coastal road during his visit to China last year. 'The climate in Dandong is very pleasant, and the scenery along the coastal road is breathtaking! The cycling paths and rest areas are well-designed, making the ride smooth and enjoyable,' he said.
The strategic value of G228 extends beyond tourism. According to Li Hongchang, a professor at Beijing Jiaotong University, the highway links coastal ports, creating a logistics corridor that connects land borders with maritime gateways. By integrating border transport hubs with corridor and hub economies, the road network can drive comprehensive economic and social development along its route.
Dandong Port serves as a prime example. Over the past year, the Langtou port area resumed domestic trade operations, and ten berths at Dadong port received temporary international opening approval. The port's cargo transshipment volume for Heilongjiang and Jilin provinces surged 72 percent year-on-year, while cross-border e-commerce transactions achieved double-digit growth.
The 'Golden Outer Ring' also enhances connectivity with global trade routes. To the west, it links with the New International Land-Sea Trade Corridor and China-Europe freight trains; to the east, it connects with overseas shipping routes. Ma Jiangbo, deputy director of the China Economic Research Center at the National Innovation and Development Strategy Society, noted that previously, coastal and border regions operated independently. 'Now, with these three routes enabling coordinated land-sea connectivity, we can further reduce cross-border logistics costs. A well-developed road network turns former transport dead-ends into open frontiers. Resources from border and coastal areas can flow outward along the highways, attracting cross-border processing and border industrial parks. This will lead to a more balanced industrial landscape across China.'
