Since the beginning of the year, Hegang City in Heilongjiang has focused on addressing issues in grassroots governance, such as inefficient mechanisms in key areas like communities, government agencies, and emerging sectors, insufficient "early warning" functions, and suboptimal service quality. Innovatively implementing the "1+4+X" approach—centered on one Party-building brand, supported by four special actions, and reinforced by annual key tasks—Hegang has coordinated efforts across sectors, integrated high-quality resources, and promoted the deep integration of grassroots Party-building with governance. This has fostered synergy between district units and street communities while ensuring precise alignment between Party members' roles and residents' needs, laying a solid foundation for modern urban governance.

Under the theme "Party Voices Under the Shade, Livelihood Talks in Small Pavilions," Party member representatives and community workers gather to study theory and listen to opinions, bridging the gap between the Party and the people in a down-to-earth manner.

**"Happy Community Co-Building" Initiative: Activating the "Nerve Endings" of Grassroots Governance** Adhering to the principle of "Party-building leadership, multi-party participation, and shared governance," Hegang has transformed "single management" into "collaborative governance" by optimizing property management, strengthening service hubs, and consolidating governance teams.

To tackle property management challenges, the city guided counties (districts) to adopt community Party-led approaches, introduce property service firms, or encourage resident self-governance for unmanaged neighborhoods. This resulted in 1,095 old residential buildings adopting management models, including 65 homeowner committees and 156 property management committees. Citywide, 86% of 4,253 buildings now have property service coverage.

A coordinated "residential committee + homeowner committee + property service firm" mechanism under community Party leadership was established, alongside full coverage of property dispute mediation centers. Cross-appointments between 73 property managers and community "two committees" were implemented, and volunteer roles like "Red Steward Service Stations" and "Public Sentiment Observers" resolved 749 issues, including delayed cleaning and inadequate safety warnings, while addressing 131 property-related complaints and providing 1,400+ door-to-door services for 6,800+ households.

**"Model Agency Leadership" Action: Mobilizing "Vanguard Forces" for Grassroots Governance** The "Double Registration, Double Service" mechanism engaged 7,300+ cadres as "Red Grid Members" in 721 micro-grids, addressing 1,300+ urgent issues like heating and 270+ disputes. "Red Deliberation Halls" united stakeholders to solve 240+民生 problems, while "Red Policy Teams" held 50+ interactive sessions on healthcare and pensions, drafting 60居民公约 and nurturing 12 cultural brands like "Neighbor’s Day."

**"Emerging Sector Synergy" Action: Unleashing "Social Vitality" in Governance** Non-Enterprise Party coverage rose to 75.3%, with 7标杆 enterprises and 3 industrial zone service centers established. Xing’an District’s Xingxin Community商圈党支部 resolved 120+ hygiene issues and hosted 277 live sales events.

130 "Warm Service Stations" and 28 "Friendly Merchant Alliances" served 15,000 delivery workers, while "Snap & Report" activities engaged 19,000新就业群体 in identifying 3,700+ issues, with cash rewards boosting participation.

**"Holistic Excellence" Action: Creating a "Service Matrix" for Governance** State-owned enterprises partnered with 70 communities for 221 volunteer activities, while retired cadres formed 45 "Silver-Haired Volunteer Teams" offering free repairs. Child-friendly communities and medical下沉 initiatives, like 217 health lectures and 2,238 expert consultations, extended惠民 services.
