Resident's Unauthorized Pipe Alteration Results in 48-Hour Gas Outage for 560 Households, Incurring 100,000 Yuan Fine

A resident in Beijing's Haidian District recently caused a major gas supply disruption by improperly modifying their home gas water heater. During installation, the individual mistakenly connected the natural gas pipeline to the water pipe system, resulting in water flowing back into the main gas line and causing a blockage. This incident led to a 48-hour gas outage affecting 560 households across 14 residential buildings, as well as a primary school and a kindergarten in the Ziyuan Community on Yuanmingyuan West Road. The responsible party was subsequently fined 100,000 yuan to cover emergency repair costs.

According to Haidian Urban Management officials, the resident made three critical errors. First, they purchased a liquefied petroleum gas water heater instead of a natural gas model. Second, upon realizing the mistake, they attempted to reinstall the original natural gas water heater without professional assistance, reversing the water and gas pipe connections due to lack of experience. Finally, they failed to inspect the installation afterward, only recognizing the error after significant damage occurred.

The gas outage was discovered the following morning at 6 a.m. when residents woke up to find they could neither cook breakfast nor use hot water. Emergency reports prompted immediate response from multiple agencies including the Haidian Urban Management Committee, law enforcement authorities, Malianwa Subdistrict Office, and Beijing Gas Group's Fifth Branch. Through door-to-door investigations, officials identified the specific unit responsible for the pipeline reversal.

Beijing Gas Group's Fifth Branch located low points in the pipeline system, excavating eight work pits to drain approximately two tons of water. After 48 hours of coordinated efforts across departments, gas pressure normalized and supply was restored.

The emergency repairs required substantial resources, with total costs reaching 190,000 yuan. Considering the resident's remorse and financial constraints, authorities required a 100,000 yuan compensation payment after explaining the calculation basis. The resident acknowledged the severe impact of their actions on the community and accepted the penalty.

Haidian Urban Management officials emphasized this case serves as a stark warning, as similar water blockage incidents frequently cause large-scale gas outages jeopardizing public safety. Residents are urged to avoid unauthorized modifications by unqualified individuals and prioritize gas safety to protect community well-being.
