Hainan Unveils Three-Year AI Integration Action Plan with Focus on Commercial Aerospace

The Hainan Provincial Government has released the "Hainan Province AI+ Action Plan (2026-2028)" to seize opportunities in artificial intelligence development. The plan aims to achieve leapfrog progress in the AI industry and its applications by aligning with national strategies and leveraging local advantages.

The strategy follows a "government guidance, market leadership" principle, driven by real-world scenario applications. It establishes a "dual-core" development path unique to Hainan. This involves creating AI solutions for four key local industries, including commercial aerospace, plus N important sectors like disaster prevention. The plan also focuses on building fundamental capabilities through independent computing power, high-quality datasets, and large model development.

By the end of 2026, Hainan targets 4-5 AI application demonstrations, several high-quality industry datasets, and 2-3 advanced large models for industrial use. By 2027, deep AI integration in key industries should show substantial progress. By 2028, computing power should meet industrial demands, data potential should be fully unlocked, and high-level innovation platforms should be established.

The plan outlines measures to build a robust industrial ecosystem. This includes creating a "model-data space" system that integrates computing power supply, innovation, and services. It also involves nurturing AI companies, from startups to specialized firms, and developing innovation hubs in key zones like Sanya Yazhou Bay Science and Technology City and Wenchang International Aerospace City.

A major focus is creating distinctive application scenarios. For "AI+ Commercial Aerospace," the plan promotes AI in launch safety control, satellite data processing, and aerospace manufacturing inspection. Key projects include digital twins for launch sites, intelligent risk prevention systems, and a "super brain" for spacecraft industrial clusters.

Other highlighted sectors include "AI+ Deep-Sea Technology" for ocean forecasting and resource exploration, "AI+ Seed Industry" for smart breeding and tropical agriculture, and "AI+ Low-Altitude Economy" for drone logistics and tourism.

The plan also drives AI adoption across key industries. "AI+ Disaster Prevention" will enhance early warning systems and emergency response. "AI+ Tourism" will create smart experiences through VR/AR and personalized services. "AI+ Digital Government" aims to build a digital twin of Hainan for modern governance.

Further applications cover "AI+ Healthcare" for telemedicine and clinical decision support, "AI+ Education" for smart learning environments, "AI+ Transportation" for intelligent mobility systems, and "AI+ Infrastructure" for computing power and smart construction.

Support measures include policy incentives like computing power vouchers, special AI industry funds, and data cross-border flow policies. The province will strengthen talent recruitment, optimize university AI programs, and build training bases. Risk controls will address data security, algorithm bias, and ethical standards to ensure safe AI deployment.
