New Regulations Taking Effect in March to Impact Daily Life

A new regulation classifying online content potentially harmful to minors' physical and mental health will be implemented starting March 1. The regulation mandates that online platforms must not display such information in prominent locations, including homepages, top screens, trending lists, and pop-ups. Products and services specifically targeting minors are completely prohibited from producing or disseminating any harmful content.

Revised national ambient air quality standards and two supporting technical guidelines will take effect on March 1. The updated standards impose stricter limits on particulate matter and its key precursors, adjusting the annual average PM2.5 concentration limit to 10 micrograms per cubic meter.

The Regulations on the Disclosure of Supervisory Work Information will be enforced from March 1. These regulations stipulate that for supervisory matters of high public concern and significant impact, supervisory authorities may publicly disclose seven types of information, including case filing details and disciplinary actions, after comprehensive assessment and approval through established procedures.

The newly amended Foreign Trade Law of the People's Republic of China will come into force on March 1. It explicitly supports the digital development of foreign trade, promotes the application of information technology in trade activities, endorses the use of electronic bills of lading and invoices, and encourages international mutual recognition of digital certificates and electronic signatures to enhance digitalization and convenience in foreign trade.

The revised Measures for the Administration of Social Organization Assessments will be implemented starting March 1. According to the measures, social organizations will be rated from 5A (AAAAA) as the highest to 1A (A) as the lowest, with each rating valid for five years. Assessment level markers must be displayed prominently in service or office locations. Civil affairs departments may conduct follow-up evaluations on a certain proportion of organizations rated 4A and above.

The Special Provisions on the Supervision of Traditional Chinese Medicine Production will take effect on March 1. These provisions explicitly prohibit the direct repackaging or relabeling of purchased Chinese herbal pieces for market sale. Manufacturers must label Chinese herbal pieces clearly, accurately, and in accordance with relevant regulations.

The newly revised Funeral and Interment Management Regulations will be implemented on March 30. The regulations emphasize strengthening fee management, prohibiting charges beyond the approved list, advocating for the use of environmentally friendly burial products, and promoting civilized, low-carbon, and safe mourning practices. They also encourage rural community organizations to play a role in guiding customs reform.

The Beijing Great Wall Protection Regulations will be enforced from March 1. The regulations specify that protection efforts, such as maintenance and emergency reinforcement, should be tailored according to the preservation condition of different sections of the Great Wall. The use of technological measures like electronic fencing for risk alerts and behavior deterrence is permitted.

The Henan Provincial Postal Regulations will take effect on March 1. The regulations state that courier companies that confirm package receipt without user consent, deliver parcels to smart lockers without permission, or damage packages by rough handling will be ordered to rectify the issue and may receive warnings or public criticism. Serious violations may result in fines ranging from 10,000 to 30,000 yuan.
