At the Tap Water Company, Guo Baojiang, Deputy Party Secretary and Deputy General Manager, highlighted statistical charts showing the non-revenue water rate, noting that it has steadily decreased from 17.92% in 2021 to 13.27% in 2025. This success is attributed to precise efforts across the entire management chain. In terms of infrastructure, the company invested over 18 million yuan to establish 687 district metering areas (DMAs), achieving full coverage of metering in residential communities. On the management front, more than 5,000 leak repairs were completed over five years, with a commitment to stopping water flow within 30 minutes, ensuring network stability. Additionally, over 2,800 cases of unauthorized water use were addressed, recovering more than 8 million yuan in water fees, which both upheld water supply秩序 and prevented compliant users from bearing undue costs.

Scientific strategy involves data analysis to identify control priorities, implementing tailored solutions for high-leakage areas, and synchronizing the renovation of old pipelines with DMA establishment. Institutional safeguards include monthly meetings to oversee progress, with weekly and monthly summaries ensuring that dozens of specific measures are assigned across departments for accountability. Innovation is highlighted by the company's development of a "multi-angle analytical algorithm" for precise leak detection, with five governance measures being included in the Ministry of Housing and Urban-Rural Development's list of replicable policies for nationwide promotion.
