Revitalization of Aged Residential Communities

While walking with the Secretary of the Huashan Subdistrict Commission for Discipline Inspection in Wuhua District, Kunming City, towards Cuihu Community, a familiar voice suddenly called out to us. Turning around, we saw Uncle Wang, a resident of Yuantong West Road Community, approaching quickly with a smile and a wave.

"Thank you so much," Uncle Wang said. "Our community has undergone a tremendous transformation, and everyone is delighted."

After bidding farewell to Uncle Wang, I recalled my first visit to the old residential area where he lives.

In December 2025, the Huashan Subdistrict Commission for Discipline Inspection conducted spot checks on discipline and work style in the communities under its jurisdiction. Upon entering the office area of Yuantong West Road Community, we heard the Community Party Branch Secretary say, "New Year's Day is approaching. Everyone, get ready; we'll be heading to an old residential district shortly."

"Secretary Zhao, are you heading out?" inquired the Secretary of the Huashan Subdistrict Commission for Discipline Inspection. The Community Party Branch Secretary immediately approached us and outlined the basic situation of the old residential community they planned to visit. "We are preparing to go there and work with residents on improving the community's environmental hygiene," the Community Party Branch Secretary explained.

According to the introduction, this old residential community was built in the 1980s as a mixed-use building jointly constructed by a former vegetable company and a former food company. The lower four floors were commercial spaces, while the upper three floors housed 28 residential units (including both private and public ownership). After the companies went bankrupt, the community fell into a state of neglect with no management or oversight, leading to issues such as dirty and disorderly environments, aging and unrepaired public facilities, and chaotic vehicle parking, which caused significant inconvenience to residents.

Accompanied by community workers, we arrived at the community and encountered Uncle Wang and several neighbors cleaning the courtyard. After the Secretary of the Huashan Subdistrict Commission for Discipline Inspection learned about the specific situation from Uncle Wang, he instructed the community to collect and organize residents' demands. He also urged the community to organize a meeting for homeowners to discuss existing problems and seek solutions.

To ensure the effectiveness of the homeowners' meeting, the community recommended a property management company that had consistently received high praise from residents within its jurisdiction. After two rounds of discussions, the homeowners decided to introduce the recommended property management company, entrusting it with the community's management. The property management company would initially provide basic services for three months, with a formal agreement to be signed later based on service outcomes.

Simultaneously, the Subdistrict Commission for Discipline Inspection collaborated with the community and homeowner representatives to conduct full supervision of the property management company's services.

Within less than a month, the newly introduced property management company had completed basic tasks such as establishing cleaning protocols, repairing and replacing aging streetlights, and standardizing parking order. The old community was revitalized, earning unanimous praise from the homeowners.

"Xiao Li, although the old community now has a 'new manager,' our follow-up and evaluation must not stop," remarked the Secretary of the Commission for Discipline Inspection.
