"Zhuge Space" Construction Gets Its "Blueprint"

● Built according to the development path of "technology prospers industry, computing power attracts industry, scenarios nurture industry, ecosystem strengthens industry," aiming to create a globally influential artificial intelligence autonomous and controllable technology source, a multi-heterogeneous computing power strong magnetic field, a benchmark demonstration scenario pioneer area, and an industrial ecosystem testing ground ● By 2027, achieve the cultivation and introduction of more than 10 leading enterprises, attract more than 20 high-level projects, release more than 30 industry-specific large models, create more than 50 benchmark demonstration application scenarios in fields such as "AI + Manufacturing," "AI + Transportation," "AI + Cultural & Creative," "AI + Healthcare," gather more than 100 core artificial intelligence enterprises, and achieve national leading positions in embodied intelligence, spatial intelligence, world models, and other fields.

The Provincial Artificial Intelligence Industry Chain Leader Office (Provincial Department of Science and Technology) and the Provincial Development and Reform Commission recently jointly issued the "Zhuge Space Construction Work Plan" (hereinafter referred to as the "Work Plan"), clarifying the construction ideas and goals, planning layout, key tasks, and working mechanisms of the "Zhuge Space" artificial intelligence industry ecosystem demonstration zone.

"Zhuge Space" is located in Chengdu High-tech Zone and will focus on core areas such as large models and robotics, creating a close-knit industrial ecosystem. Through spatial aggregation, it will promote efficient linkage of industrial chain elements and explore replicable and scalable path models for artificial intelligence industry development. On September 28, at the opening ceremony of the 2025 Tianfu Artificial Intelligence Industry Ecosystem Conference, "Zhuge Space" announced the launch of its construction. With the issuance of the "Work Plan," "Zhuge Space" construction now has its "blueprint."

The "Work Plan" clarifies that "Zhuge Space" will be built according to the development path of "technology prospers industry, computing power attracts industry, scenarios nurture industry, ecosystem strengthens industry," aiming to create a globally influential artificial intelligence autonomous and controllable technology source, a multi-heterogeneous computing power strong magnetic field, a benchmark demonstration scenario pioneer area, and an industrial ecosystem testing ground.

In terms of construction goals, by 2027, "Zhuge Space" will achieve the cultivation and introduction of more than 10 leading enterprises, attract more than 20 high-level projects, release more than 30 industry-specific large models, create more than 50 benchmark demonstration application scenarios in fields such as "AI + Manufacturing," "AI + Transportation," "AI + Cultural & Creative," "AI + Healthcare," gather more than 100 core artificial intelligence enterprises, and achieve national leading positions in embodied intelligence, spatial intelligence, world models, and other fields.

In terms of planning layout, it follows the "first development area + management area + expansion area" approach. The "first development area" is located in Xinchuan Innovation Technology Park in Chengdu High-tech Zone, with a construction area of 90,000 square meters. It will build an artificial intelligence industry comprehensive service center, a large model professional technology park, an intelligent robot professional technology park, and an intelligent drone (intelligent hardware) professional technology park. The "expansion area" includes three professional technology parks located in Xinchuan Innovation Technology Park: the 5G Internet Innovation Park, Tianfu Software Park Phase II, and Xinchuan Digital Economy Base.

In terms of key tasks, six major actions will be implemented: leading enterprise cultivation and introduction, key product development, leading talent gathering, application scenario demonstration, key element empowerment, and strengthening governance compliance, with 20 specific tasks detailed.

For example, for the humanoid robot industry, support will be provided to embodied intelligence, Dingqiao, Sichuan Provincial Mechanical Research and Design Institute, and other joint platform companies to build robot pilot lines, enhance robot assembly and key component manufacturing capabilities, and create "blockbuster products" and "breakthrough applications." Focusing on humanoid robot technology research and development and verification, support will be provided for building humanoid robot training grounds in "Zhuge Space." For the large model industry, the implementation of Zhipu Zhuge and other large models will be accelerated, adopting the approach of "domestic inclusive computing power + general large model enterprises + local industry leaders + government support" to guide enterprises in "Zhuge Space" to prioritize the use of local general large models to build industry-specific large models, strengthening the "general + industry" product matrix.

In terms of innovative application scenarios, provincial departments and state-owned enterprises will be encouraged to open application scenarios to enterprises in "Zhuge Space," creating benchmark demonstration scenarios such as "AI + Manufacturing, Public Security, Education, Transportation, Healthcare, Elderly Care, National Defense," accelerating artificial intelligence technology verification, product iteration, and replication and promotion, and promoting the first release, first exhibition, and first use of software and hardware products in "Zhuge Space."

According to the "Work Plan," Chengdu High-tech Zone's state-owned platform company will be responsible for the construction and operation of the "Zhuge Space" park, coordinating key development elements such as electricity, computing power, and data involved in the province's artificial intelligence industry in a market-oriented manner, creating a hub linking "government, industry, enterprises, schools, and finance," conducting large-scale procurement, resource integration, and scenario supply construction, and reducing operational costs for artificial intelligence enterprises.
