Qinghai Province Unveils Implementation Rules for Subsidies on Local Consumer Goods Replacement in 2026

In accordance with national policy directives, seven provincial departments in Qinghai have jointly issued detailed implementation rules for the 2026 consumer goods replacement subsidy program, focusing on local autonomous product categories. The initiative aims to stimulate domestic demand and promote consumption upgrades.

The notice, jointly issued by the Qinghai Provincial Department of Commerce, the Development and Reform Commission, the Department of Finance, the Department of Public Security, the Market Regulation Bureau, the Provincial Taxation Bureau, and the Postal Administration on July 2, 2026, outlines the "Implementation Rules for Qinghai Province's 2026 Consumer Goods Replacement Local Autonomous Category Purchase Subsidies." The rules are designed to effectively implement the provincial subsidy policy, following national guidelines on large-scale equipment renewal and consumer goods replacement.

Subsidy Scope and Standards

The subsidy primarily targets smart home products, including those suitable for the elderly. Personal consumers purchasing eligible items within Qinghai province can receive financial support.

For five categories—smart door locks (including smart security doors), smart toilets (including smart toilet lids, requiring Grade 1 energy or water efficiency), smart sweeping/washing robots, handheld smart cameras, and consumer-grade drones—a subsidy of 15% of the final sales price is provided. Each consumer is eligible for a subsidy on one item per category, with a maximum subsidy of 1,500 yuan per item.

For home oxygen concentrators (including ventilators), a subsidy of 20% of the final sales price is offered, with a maximum of 2,000 yuan per consumer for one item. The subsidy covers only the product purchase cost, excluding installation labor or material fees.

The provincial commerce department, in consultation with other departments, may consider adding other local autonomous categories beyond smart home products, based on national requirements and local conditions.

Subsidy Mechanism and Process

The subsidy will be uniformly administered province-wide using an "instant discount at consumption" model via the "CCB Life App." Electronic coupons will be issued through the app. Consumers can use these coupons by presenting a QR code at the payment stage when purchasing subsidized products at participating offline stores or online platforms, allowing for immediate deduction.

Subsidy funds are controlled on an annual total basis and used evenly each month. Coupons are released daily at 10:00 AM on a first-come, first-served basis until the daily quota is exhausted. Offline coupons are valid for redemption from 10:00 AM to 9:00 PM, while online coupons are valid from 10:00 AM to 11:59 PM on the day of issue. Unused coupons expire automatically.

Participating merchants will initially cover the subsidy amount for consumers. They will be reimbursed after their sales and redemption data passes audit. To ease the cash flow pressure on merchants, measures such as shortening the audit cycle, providing advance fund allocations, and rolling fund disbursements will be implemented to optimize the process.

The application process requires consumers to download the "CCB Life App," complete real-name verification, and navigate to the designated activity section to claim coupons for the relevant product categories. The list of participating offline and online merchants is available within the app.

Subsidized products must have a unified national standard commodity code and be listed in the provincial product database. For products like handheld smart cameras and drones, activation must be completed on-site with merchant assistance, with photos retained as proof. The coupon claimant, payer, and recipient must be the same person, and the delivery address must be within Qinghai Province.

Policy Implementation Entities

China Construction Bank Qinghai Branch will serve as the service provider, upgrading the previous year's platform to facilitate the entire process, including payment services and data interconnection with the national monitoring platform. The "CCB Life App" will handle consumer eligibility checks, coupon distribution and redemption, merchant registration, and information dissemination.

Participating offline enterprises will be selected and published by local commerce authorities. Entities found to have violated laws or regulations in the 2024 or 2025 replacement programs, or those listed as失信 (dishonest) in the past two years, are barred from participation. Online platforms that qualified for the 2026 home appliance and digital product replacement programs may opt to join this local category program. Local commerce departments are responsible for daily supervision, audit, and fund review.

Key Implementation Requirements

Participating merchants must file product prices with local commerce authorities and publicly commit that final sales prices will not exceed the filed prices. All pricing details, including initial price, merchant discounts, subsidy amount, and final price, must be clearly displayed. Price hikes before applying subsidies, forced bundling of non-subsidized products, or any fraudulent practices are strictly prohibited. Proper invoices must be issued, matching the coupon claimant's name.

A dynamic management database will be established to cross-verify transaction information, including product serial numbers and filed prices, with the national platform to ensure authenticity and traceability.

Merchants bear direct responsibility for subsidy fund security and must operate lawfully. Any fraudulent activities such as false claims, substituting old for new products, or invoice splitting will result in warnings, suspension, disqualification, and recovery of funds.

The system will monitor and intercept abnormal orders, such as fake transactions or bulk sales to a single device. A shared违规 (violation) information库 (database) will enhance risk prevention across the chain.

Postal authorities will oversee delivery management, monitoring abnormal delivery addresses, particularly those receiving a large volume of subsidized products in a short period, to prevent虚假签收 (false sign-offs).

Merchants must upload complete redemption documents—including sales invoices, product serial numbers, energy efficiency labels, product photos, activation proofs for specific items, and logistics information—within stipulated timelines for audit. Delayed or incomplete submissions will not pass verification.

For returns, if they occur before fiscal funds are disbursed, the consumer receives a refund of their payment amount only. If returns happen after subsidy清算 (liquidation), the merchant must return the corresponding subsidy funds. The subsidized eligibility is restored upon return processing.

Regulatory Responsibilities

Relevant departments including commerce, development and reform, finance, public security, market regulation, taxation, and postal management will strengthen coordination and establish a joint supervision mechanism to ensure orderly implementation.

The provincial Commerce Department leads overall implementation, policy communication, fund settlement with the service provider, and supervision. The Development and Reform Commission coordinates policy and tracks implementation. The Finance Department handles fund allocation and accounting oversight. Public security departments will crack down on illegal刷单 (brushing) or cash-out schemes. Market regulators will oversee product quality and pricing, investigating欺诈 (fraudulent) practices. Tax authorities will address false invoicing. Postal authorities manage delivery环节 (links) to prevent虚假配送 (fake deliveries).

Additional Provisions

These rules are effective from May 22, 2026, and will be interpreted by the Provincial Department of Commerce and related bureaus. Any future policy adjustments or changes will follow the latest official announcements from the provincial Commerce Department.
