Recently, a subsidiary of CHINA TELECOM in Gansu province participated in a local smart city project bid but was abruptly disqualified. What happened?

The project in question is a county-wide smart tourism enhancement initiative in Longnan City, Gansu, aimed at upgrading cultural and tourism resource services through intelligent solutions. It covers design, software development, system integration, platform construction, and data implementation, with a total budget of 60 million yuan. The estimated contract value for the bidding segment was 53.45 million yuan.

Seven bidders participated, including CHINA TELECOM's Longnan branch, which submitted the highest bid of 60 million yuan. Other participants included China Comservice Consulting & Design Institute (a subsidiary of China Comservice) with a 51 million yuan bid and iFlytek Zhiyuan Information Technology Co., Ltd. at 53.2 million yuan.

The disqualification notice stated that CHINA TELECOM's Longnan branch failed to provide required supporting documents, though specifics were not disclosed. Could the unusually high bid have played a role?

Public records show Wang Yang currently heads Longnan Telecom. On October 19, iFlytek Zhiyuan was announced as the winning bidder.

Given the fierce competition for government and enterprise projects among China's three major telecom operators, the disqualified bid raises questions—was CHINA TELECOM genuinely committed to winning or merely fulfilling participation requirements?
