Iran has stated in a communication to the United Nations Security Council and the International Maritime Organization that "non-hostile vessels" can transit the Strait of Hormuz after coordinating with Iranian authorities.
The note, sent by Iran's Foreign Ministry on March 22 to the 15 members of the Security Council and UN Secretary-General Guterres, was seen by Reuters on March 24. By March 24, the document had been circulated among the 176 member states of the UN International Maritime Organization.
The note stated: "Non-hostile vessels, including those belonging to or associated with other countries, as long as they are not involved in or supporting acts of aggression against Iran, and fully comply with published safety and security regulations, can safely pass through the Strait of Hormuz after coordination with the competent Iranian authorities."
The communication also mentioned that Iran has "taken necessary and proportionate measures to prevent the aggressors and their supporters from using the Strait of Hormuz to advance hostile actions against Iran," and pointed out that vessels, equipment, or any assets belonging to the United States or Israel, "as well as any other parties participating in the aggression, are not eligible for innocent or non-hostile passage."
