[Click to register] (Source: Qianlong Net) Recently, the State Administration for Market Regulation approved four provincial-level market regulation departments—Beijing Municipality, Shanghai Municipality, Jiangsu Province, and Sichuan Province—to carry out smart measurement supervision pilot work.

This pilot initiative is closely tied to prominent contradictions in the field of livelihood measurement, using digital reform to drive the reshaping of measurement supervision models, targeting and resolving pain points and bottlenecks such as the difficulty of discovering, obtaining evidence for, and tracing new types of software-based and concealed measurement fraud, promoting the iterative upgrade of the measurement supervision system, and safeguarding fairness in market transactions. The pilot period extends until December 31, 2028.

Key pilot areas have been scientifically delineated, focusing on precise measures for livelihood measurement instruments of high public concern. Beijing Municipality is conducting pilots around electric vehicle charging piles, civilian water, electricity and gas "three meters," and taxi meters. Shanghai Municipality is concentrating efforts on reform in the fields of civilian water, electricity and gas "three meters" and electronic pricing scales. Jiangsu Province is focusing on deep cultivation of full-chain smart supervision of electronic pricing scales. Sichuan Province is coordinating the advancement of smart supervision practices for electronic pricing scales and fuel dispensers.

Carrying out smart measurement supervision pilots is an important practice in advancing the digitalization of livelihood measurement supervision. The pilots focus on implementing and deepening a series of digital supervision measures: relying on the construction of smart measurement supervision platforms to achieve automatic collection of measurement data and remote monitoring of equipment status; establishing measurement risk warning models to provide real-time warnings and rapid handling of abnormal situations such as measurement fraud and equipment inaccuracy or malfunction; opening up cross-level supervision data links, breaking down information barriers, promoting the transformation of measurement supervision from manual on-site inspection to off-site smart supervision, driving livelihood measurement supervision from "post-event investigation and punishment" to "pre-event prediction and in-process control," from "single-point supervision" to "full-chain smart control," and building a new measurement supervision model of "technical prevention + smart prevention + co-governance."

In the next step, the State Administration for Market Regulation will strengthen overall guidance for the pilot work, promote exploration of smart measurement supervision reform in pilot areas, systematically distill replicable and promotable institutional achievements, improve the penetrating livelihood measurement supervision system, continuously enhance the digitalization, standardization, and refinement of measurement supervision, leverage the combined effectiveness of smart supervision, credit supervision, and rule-of-law supervision, safeguard the vital interests of the people, and build a solid defense line for fair measurement consumption in people's livelihoods.
