The Hubei Provincial Government recently issued measures to advance reforms under the "Efficient Handling of One Matter" initiative, aiming to improve administrative services and foster a favorable development environment. Among these measures, Yichang City’s pioneering "proof-free" model has been highlighted as a leading example for the province.

The new policy outlines over 100 key tasks targeting business entities and individuals, with 80 to be implemented by 2026 and the full set by 2027. Key goals include reducing processing time, required materials, and procedural steps by 50% each. Innovations such as cross-region services, tolerance for missing documents, proof-free processing, and AI-assisted services are emphasized to enhance efficiency.

Yichang has already laid a strong foundation for these reforms through its "Proof-Free City" initiative. By leveraging data-sharing and streamlined verification, the city has eliminated redundant documentation across four approaches: 1. **Mandatory Reduction**: Over 24,530 non-essential proofs (23.95% of total) were scrapped after rigorous review. 2. **Digital Substitution**: 125 high-frequency certificates (e.g., ID cards, property deeds) are now exempt, saving 1.5 million paper submissions via the "Yige Service" app. 3. **Interdepartmental Verification**: Six public security certificates, including criminal record checks, are processed without applicant involvement. 4. **Promise-Based Approval**: For low-risk matters, 142 items now accept digital pledges instead of physical proofs, with 290 materials eligible for deferred submission.

**Data-Driven Innovations**: - **"Proof-Free Fast Track"**: Expanded e-certificate use in 24 scenarios, such as school enrollments and business loans. - **"Unconscious Renewal"**: Pilot auto-renewals for four business licenses via proactive alerts and AI verification, benefiting 157 enterprises since September. - **AI-Assisted Services**: 70 tasks in sectors like HR and property now feature smart approvals, cutting processing time significantly.

Yichang’s model, supported by a centralized database of 5 million digital certificates, exemplifies how technology can transform public service delivery from "accessible" to "smart and swift."
